For Your Consideration – Plan B6

Plan B is a proposal for a new model of policing to eliminate police abuses, including police corruption, extortion and misuse of force. Plan B is set before readers and the public with the knowledge that change will occur only with a sustained public outcry for better. Plan B should not be considered the final solution but a contribution to the eventual future plan, a catalyst for discussion by governing and law enforcement organizations before ungoverned demands of the public for better. As such, only that major components of Plan B are outlined here for completion by interested parties.


  1. From clock-in to clock-out, all officers are required to wear operating surveillance cameras (body cameras) to capture their actions and statements and interactions with the public. Body cameras shall be designed so that they are active for every hour during the work day or shift and cannot be turned off by the officer.
    1. Officers have no ability to interrupt camera recordings, and all records are maintained for at least 30 days during which time they are subject to review by any supervising officer.
    2. Only officers actively engaged in undercover activities are exempt from wearing operating body cameras.
    3. Officers can remove off body cameras only for such time as is necessary for bathroom breaks, and all devices are equipped with removal detection.
  2. All areas subject to policing are divided into into quick response video districts or areas.
    1. Districts are under camera surveillance at all times.
    2. Surveillance cameras are monitored throughout the day and all recorded videos are reviewed to ensure that no law enforcement incident is missed.
    3. Quick response tactical units are prepared to respond with appropriate speed and force to any law enforcement event occurring within their specific district. Such units respond to only those events which are violent or could not be handled by mailed summons and/or citations resulting from video surveillance.
  3. All officers with the exception of those working undercover operations would be required to wear uniforms that identify them to the public.
    1. Any officer engaged in any law enforcement activity not wearing a uniform must without exception receive appropriate disciplinary action. Disciplinary action would be progressive to the point of termination to deter violation.
    2. Officers shall not wear official uniforms when not performing official police business. Specifically, officers working part-time jobs for non department entities and organizations shall not wear the official uniforms of their law enforcement organization.
  4. All officers are prohibited from soliciting the public for funds of any type or having such solicitation done on their behalf.
  5. Private businesses may work with law enforcement organizations to establish automated audio/video feeds from within their establishment upon any alarm to the police department or calling of 911 from any telephone device including wireless or cell phones from within the establishment.
  6. All schools are encouraged to work with policing departments to establish automatic audio/visual reporting upon commencement of any emergency call from within the school buildings. This may decrease the need for stationing officers within the schools.
  7. Non uniformed officers patrolling in non marked cars allow for police-officer impersonation and should therefore not be used.
  8. Citizens shall not be subject to penalties for failing to immediately obey any directive given by a person they believe not to be a legitimate law enforcement officer. Police officers must always state their business and present official badge before directing any action or taking any citizen into custody. Citizens should always be allowed time and ability to verify the legitimacy of any law enforcement officer.
  9. There should be a focus on citizen policing via video reporting of crimes.
    1. Video reports shall have a date and time stamp as well as provide GPS coordinates to allow verification location verification.
    2. Submissions should include name and address and other appropriate contact information. However, no policing action shall be delayed or voided for lack of this information if there is clear evidence of a crime in the video submitted. Law enforcement action shall depend solely on the ability to prosecute an illegal action.
    3. The organization may establish a reward or bounty paid to reporters of certain crimes. Such bounties may be permanent or for temporary periods of time and include incentives for police action, as when for the good of the community police officers could receive slight remuneration for arrests and citations for failure to wear masks to protect the health of the public.
    4. Payments would be made to citizens providing name and address with the submission of the video report. However, where no such information is provided there would be no effort by the jurisdiction to contact the reporter.
    5. In no circumstance will the name and address of the reporter be revealed or made public, regardless of the crime reported.

The document Attrition To A New Policing Model is provided as guidance on moving from the existing policing system to an effective policing system of the future. Municipalities and other governing bodies with responsibilities for policing should carefully review both documents.
